I checked all the easy things. That is why this is so perplexing. The location document is set to send new mail through the Domino server and yes, the server is reachable. The user is using the standard "Online" location document and uses an interactive connection with their home mail server.
I have already tried to reapply the design to the user's e-mail database. I also deleted things like the cache.ndk, localfeedcontent.nsf, headline.nsf, as_***.nsf, perweb.nsf, and the workspace folder. I also renamed the desktop8.ndk and bookmarks.nsf so that new ones would be created and the issue still exists.
Re-installing the app is not an easy prospect right now as this is a managed machine in a remote location. About the only things I have not done is clear the Notes.ini and give the user a new names.nsf. I was hoping to avoid this and get a real answer to what could cause this.
